I haven't read California statutes (I hope I never have to!), but by general common law principles, all robbery is violent. Whether force is used or not, it's at least implied.

Ask the IRS, or any other taxing collecting agency. Government has (for the most part) managed to rob the public with very little physical violence.

But the threat of violence is always there.

Every penny of taxation is collected at gunpoint. If you don't believe that, just refuse to pay. Then refuse to go along peacefully when the king's men come for you.

Waco and Ruby Ridge were tax enforcement operations.
