Hi Praxis,
We do use GPS coordinates, but sometimes google geolocation service returns the wrong coordinates for a specific address.
If there are locations that are not pinned properly, please use the Report Entry button to let us know so that we can fix it. Thanks!

The only app I know of is "Posted!", but it has a national focus, so the information available in it may not be as high of quality as an app that is more individually state focused.
