I don't see how any robbery can be non violent. Ask the IRS, or any other taxing collecting agency. Government has (for the most part) managed to rob the public with very little physical violence. I haven't read California statutes (I hope I never have to!), but by general common law principles, all robbery is violent. Whether force is used or not, it's at least implied.
